What is the best software for windows programming?

I am looking for the best programming language/toolkit combination for windows GUI programming. Free and/or open source software is prefered, but commercial tools are an option as well. Speed of development and speed of compiled software are factors to some extent as well.

Visual Basic 2005 Express Edition


Notes: It is free, but you have to register it. Regestration is free too. It has the capibility to create .exe files, and any program you compile into an .exe comes with their free installation software. After someone installs your program on their computer, "it gets added to their Add or Remove programs list". It has many new features, including the Web Browser "form control", and the ability to create your own "form control".
Reply:There is Visual C# 2005 Express Edition and it is free too. I write this because you said Basic is not your favorite programming language. Report It

Reply:If you don't mind investing about the same as a good programming book, my choice would be Liberty Basic.
